1. no u can not i work for an ip department for comcast the only way u can is if u have a buisness account witch is called a static ip addres if u have a resdential then u would have a dynamic ip address that changes every so often

2. Looking at what you just entered do NOT alter anything You obviously have absolutely no knowledge of networking, or you would not have entered a seriously invalid address. And if you try to change your public IP address you will lose your connection and give your ISP the right to terminate your service without notice, leaving you liable for any outstanding contract payments and costs for any data losses if you disrupt their network.

3. For all intents and purposes, you can't. You are assigned an IP address from a pool of addresses within your ISP. This can change every now and then but mine usually last about a year. By attempting to change your IP address, you are violating your ISP's terms of service contract, which can result in your service being cut off. You obviously do not have enough knowledge of the Internet Protocol to even attempt this, let alone do it correctly. First off 143.828.4.2 is not even a valid address -- all parameters must be between 0 and 255. If you want to have a static IP address, you will have to upgrade to a business internet service. A static IP address just means that your IP address will not change, but you still cannot choose which one you want.
