Router Design

Basically I want to design a 3D model that can be printed either using a 3D printer or foam router.?

Basically would like to design a lanscape using images or photos, eg house ruins. then convert that image into a 3D model that can be used in a fish tank or just as a prop. I would like to know what tools/software i need to buy eg 3d printer, camera, software, 3d scanner etc
